Most pool quotes in Dubai are not comparable, because they cover different things. One includes the chiller and the permits, another does not, and the difference is AED 40,000 that only appears halfway through the build.
This is what actually drives the number, with published market ranges, so you can read a quote properly rather than just picking the lowest one.

Concrete is the most flexible and the most common choice for villa pools in Dubai because it takes any shape and any finish. Fibreglass is faster to install but you are limited to manufactured shapes. Vinyl is cheapest upfront and the liner typically needs replacing every 8 to 12 years, which changes the long-run maths.
The costs that get left out of quotes
This is where budgets break. Ask about every line below explicitly.

Industry guidance suggests total spend commonly runs 10 to 40 percent above the initial quote once groundwater, utility relocation and equipment choices are settled. Build that contingency in rather than discovering it.
The Dubai-specific factors
Cooling is the real cost, not heating. Owners arriving from Europe assume the reverse. In peak summer an uncooled pool sits well above body temperature and nobody uses it. Budget for the chiller and for the electricity it draws.
Groundwater. Parts of Dubai have a high water table. Where it is present you need dewatering during excavation and a hydrostatic relief valve in the shell. It is a legitimate cost, but it should be identified at survey, not discovered mid-dig.
Evaporation. Summer evaporation is significant and it concentrates salts and chemicals as the water drops. A cover pays for itself in water, chemicals and chiller load.
Backwash drainage. Pool backwash cannot go to the road or storm drains. Your design has to deal with it on plot, and submissions get rejected over this.
Approvals
A pool is never cosmetic work. It needs a permit from Dubai Municipality, or from Trakhees if you are in a zone such as Palm Jumeirah, plus a developer NOC in most communities. Processing commonly runs two to six weeks.

Running costs
Maintenance is commonly reported at AED 300 to 600+ per month for chemicals and servicing, before electricity. The chiller is the largest electrical load in summer. A well specified variable speed pump and a cover are the two changes that most reduce the monthly figure.
How to compare three quotes properly
- Put them on one page, line by line, and mark anything that appears in one quote but not the others.
- Confirm in writing whether permits, consultant drawings and the NOC are included.
- Ask what the chiller is sized for. An undersized unit is cheap and will not hold temperature in August.
- Ask what happens if groundwater is found, and what that costs.
- Check the tile or finish allowance. A low allowance hides a later upgrade cost.
- Ask who handles the backwash and drainage design.
- Get the warranty in writing, separately for the shell, the waterproofing and the plant.
Frequently asked questions
How long does a pool take to build in Dubai?
Allow two to six weeks for approvals before anything starts, then typically eight to sixteen weeks on site for a concrete pool depending on size, finish and access. Fibreglass is quicker once the shell arrives.
Is a fibreglass pool cheaper than concrete?
Often slightly, and it is faster. The trade is shape and size, since you are buying a manufactured shell. For an unusual plot or a specific design, concrete is usually the only realistic option.
Do I really need a chiller?
If you want to swim between June and September, yes. It is the difference between a pool you use year round and one you look at for four months.
Can I put a pool in a rented villa?
Only with the owner’s written consent, since the NOC and permit sit with the owner. Agree in advance what happens at the end of the tenancy.
